Programmatic access grayed out

Greetings
I am seeking guidance on how to allow a program (in this case copernic desktop search) programmatic access to outlook 2016
Operating System Microsoft Windows 6.2 Professional 64-bit
E-mail Microsoft(R) Outlook 16.0.6741.2063
Copernic Desktop Search 5
Version 5.2.1.9280
In the past I have opened outlook as an administrator and ticked never warn me about suspicious activity
Recently something has changed and those options are grayed out

This screen? Is it a home computer or work? If work, there could be a policy in effect that prevents editing it.

I own my own business working from home, but cutting to the chase I have full admin rights.
I am certainly unaware of making any policy change
Is there a setting I should look for?

Interestingly after I reboot and try to run outlook I get

access remain grayed out

but could it be that without any settings copernic IS getting access to outlook?

and this time round I dont get the warning about a program trying to access outlook
Perhaps the issue is now solved.
If so , brilliant!

that error means outlook is running hidden - it's not uncommon when you close and restart outlook but shouldn't come up after a reboot unless another program loaded it.

I have changed the registry keys as recomended

In trust centre, programmatic access remains grayed out whether in normal or administrator mode

The grayed out access security setting is apparently "normal" for current versions of Outlook 2016 - not sure exactly when, but there are a couple of other security related things that just came up in the last couple of builds.


Try these keys in the policies path then restart outlook and test:
Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft\office\16.0\outlook\Security]
"promptoomaddressinformationaccess"=dword:00000002
"promptoomaddressbookaccess"=dword:00000002

I have this one under policies also. I don't think you need it if the other two are set but what the heck, set it anyway.
"AdminSecurityMode"=dword:00000003

Even with these set, the dialog will still not have any of the 3 options selected, so don't go by that.

Use the attached file to add the address keys - save it then remove .txt from the file name, double click to run it.

After deleting the security key (including those two address keys) - HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft\office\16.0\outlook\Security -
and the extra values under HKEY_CURRENT_USER\SOFTWARE\Microsoft\office\16.0\outlook\Security (left securetemp and level) admin mode worked.
