Can't Open Outlook 365

Outlook version
Email Account
POP3
Outlook (Office 365) on a Windows 10.
Owner has outlook.com email address "elise_xxxxxx@outlook.com
When clicking Outlook shortcut a windows comes up with a Windows Security box "Connecting to outlook_83888EBAxxxxxxxxx@outlook.com
Below shows legit user name and box for password.

Entering the password brings up a second box:

The user name and password are legit and the email can be accessed at "outlook.com"

No matter where I try to access Outlook the same thing happens.
Have tried uninstalling and reinstalling Outlook
Opening Outlook in safe mode

Gone to "Mail" Control Panel, deleted and reinstalled Email account.
