Scrolling through Directories hesitates

I've had this problem before but cannot remember how to fix it. On the left where my email addresses are and Directories, when I scroll up or down in there, it takes three or four clicks on the mouse wheel to get them to move. When they begin to move, they're ok but it's getting them to move.
Any idea as to what I might do to fix this?
 
Thanks so much for all the efforts and attempts to assist with this very unique problem. Based on the suggestions hither and yon, I finally figured it out. Thank you again!
