After spending over 10 hours on this and posting questions on SQL forums, etc..for which no one was able to answer, i've pretty much given up :(
Are you able to hit the database when logged in with the Administrator account like me? I can mount the database just fine with the Admin account, yet...
In addition, i get Event 16969 logged with "remote calls to the SAM database have been denied in the past 900 seconds throttling windows" on the win 10 pro server when i try to log in with any other user then the built in admin account even if they are part of the admins group.
UPDATE: Everytime i try to access the BCM database i get the following error logged on the server which is not documented anywhere:
