Do you have any Outlook plugins installed? Will Outlook start in safe mode (press control key and click on outlook icon)? Just to confirm have you added your Gmail account using pop3?

I run a Virtualmin server running Dovecot on CentOS and have not had this issue, but it might help you to widen your search to include 'virtualmin' to get some results - this might be useful -

It sounds like you are using POP3 to download your mail and have not selected 'leave a copy on the server' so that your alternative device can also download it. You either need to investigate if you can use IMAP with your host or you need to configure your Outlook and mobile to 'leave a copy on...
I have also seen references to users trying recent: mode with POP downloads when downloading to multiple devices. You might want to give this a try to see if it resolves the issue -

Yes its possible. In your gmail account on the emails that are missing from outlook, can you see the 'inbox' label? Is there anything else to note about the 'labels' that is different on ones that reach Outlook and ones that do not?
Have you tried setting up this user on a different computer in a different location in the office? Is this user connected through a different switch to others? Try setting up a basic new account on her machine with fewer emails and see if you get the same connection issues? Intermittent...
Search your computer to find any .pst files , depending on what operating system you are using they are in different places but normally located under a hidden folder in your user profile. At least if you can find a pst file it should contain your data! I am assuming Outlook 2010 was configured...
Can you delete emails if they are moved into a subfolder? Can you delete them if you use OWA? What does event viewer tell you about the connection failures. I assume this client's DNS settings are no different to others on the network that have no issues?
Can you connect to any other pop server? My first step would use telnet from command line to try and connect to the pop3 server to see if you can establish a connection in the first place or if something is blocking it. To check pop using telnet you would run a command like telnet...
