When this has happened to me I have been able to fix it by playing with the server port settings, and sometimes with the type of encryption that is chosen.

Is there any chance your new installation is Office 64 bit, and the old one is 32 bit? that might be causing an issue. And in fact you may have to use different versions (different bit versions) of NK2Edit for each file.

Make an extra copy of the .dat file from the old computer first, just to be safe.

Let's see if Outlook is using the .dat file.
After opening Outlook on the new computer, try sending an email to an email address you've not sent to before, then close Outlook and see if the .dat file has the current time and date. If so, that shows it is using the 348 kb .dat file that you put in.

Not sure about your 2013, but my Outlook 2016 does not have Custom Keyboard Shortcut capability.
In Word and I think in older Outlook, you get to it from File/Options/Customize Ribbon, and a Keyboard Shortcut button would appear in the lower right.
I don't see anything in those events that gives me any clue.
I also tried to reproduce this by hiding Outlook when minimized, and setting the desktop background to change every minute, but it does not unhide on my computer.

Something to consider trying is to use the Event Viewer (Start button>type Event Viewer).
As soon as the program unhides, open the Event Viewer and look under Windows Logs (most likely in the subsection Application or System) for an event at the minute that it happened. It may give you a hint...

That account was not a Microsoft webmail, it was hosted by Hostgator and they had a spam filter that was creating the Junk Mail folder. I disabled it to fix the problem. Your issue seems to be different.
