Changing the data file default fixed it. Sorry that I didn't think of this before, though I believe that I did try it without success. Maybe I tried changing to wrong folder? anyway, it work now.

also, you may want to try adding reg keys to block Outlook New from installing, if you are comfortable with registry entries:
