Nothing systematic wrong with iCloud for Windows and Outlook-2021 AFAIK. Here, I have it running on two separate Windows-11 computers, against two different sets of Windows/Outlook, email accounts, and Apple Accounts and iOS-devices. All is fine. The "back end" seems fine to me.

@idainc, AFAIK, this is the correct answer. No use fighting against 2FA ... turn it on (where-ever they want you to ... like Apple, Google, Microsoft) setup your App-Passwords thingy ... and move-on with your (now working-email and even a bit more secure) life.

The iCloud for Windows status-window should show the last time each item-group was updated. If one doesn't look correct, try adding or editing one of those (the usual way). That should jolt-it-into an update/sync of that group.

To "Sync" local Outlook 2021/2024 (Contacts and Calendars) to iPhone, I use "iCloud For Windows". Also for Photo-Library, iCloud Drive, and Google Chrome Bookmarks/Favorites. Start at apple.com, but I think they distribute it from Microsoft Store now-days. I'm currently running version 15.7.56...

AFAIK, OST files are for your Exchange account (your locally cached stuff). Outlook-365 is just how you pay for it (subscription instead of one-time-payment). If you are running Outlook-2021 on your local computer (like a consumer or small-business) I think you are looking for your .PST files...

These steps you are looking for are the same steps as for an Outlook migration to a new computer. Install MS-Office and Outlook (using 64-bit version now-days). Basically, just restore your old "Outlook_Data" folder that had your .PST files in it ... likely in My Documents or your Windows...
