Contacts in iCloud for Windows are accurate.
Changes to iCloud contacts do not sync with 2021 Outlook contacts.
The syncing option in iCloud does not work.
Tapping TO in Outlook takes me to a dropdown of Address Books with the same name. Two are empty. The third has out-of-date contacts.
I've spent hours trying to resolve this issue.
Is some kind of "reset" available and advisable?

I don't mean to be critical, but your terminology is poor, so it's hard to tell what you are talking about (and if anything is actually broken).

The way you get iCloud for Windows working with Outlook-2021, is to properly install it inside Windows-11, configure it, and login.

So, I just got finished upgrading my Microsoft Office Pro 2016 (32-bit) with Outlook-2016 (32-bit) and iCloud-for-Windows v7.21
to
Microsoft Office Pro 2021 (64-bit) with Outlook-2021 (64-bit) and the latest iCloud-for-Windows v13.0 (from Microsoft Store)

TL;DR – It was a fairly easy install, and everything is working fine.

I took detailed notes, but here are the abbreviated directions:

I documented my Outlook Profile (and related things). Also, my current iCloud-for-Windows settings.
I did a Full-System Backup of my Windows-10 Pro (64-bit) system (I like using...

There is no magic "Reset Button" like in a video-game.

I've found that it helps to think of Contacts in 3-places:
1. The "real master Contact items" are in Apple's iCloud. You can see them by going to icloud.com .
2. A second copy is Synced to your primary iPhone or iPad
3. The tertiary copy is Synced to your computer's Outlook-2021 with iCloud for Windows. Additionally, it can sync other things to other places (like Photos and Bookmarks).

To get the Auto-Fill to work takes a bit of extra-config (after everything else is working)

All still working here. Outlook-2021, Windows-11 Pro v25H2, iCloud for Windows version 15.6.113 and I have an iPhone-SE3.

you are correct in your constructive criticism. How is this description: icloud contacts are consistent in iPad and iPhone but not in Outlook. A change in cloud contacts appear in iPad and IPhone but not in Outlook. That means when i start a new email and tap TO, an out of date list of contacts appear. (I have turned cloud sync off and on several times but no help.)
 
So, when you click on Contacts icon (Home , icon at bottom left) ... do you not see TWO groups of Contacts?

On named iCloud (Contacts - iCloud) and one named My Contacts (Contacts - Folders)? Or something close to that? Mainly, that you have two groups shown there.
 
Well, how did you do?

Did you ever find the Folder (with your properly-synced iCloud Contacts) ... or was is just not being created any more?

You can try fully removing iCloud for Windows, restart your PC, then reinstall and re-enable Outlook sync. Also delete duplicate address books in Outlook. Similar to troubleshooting sync issues I’ve seen while browsing sites like https://casinosanalyzer.com/free-slots-online/Royal-Riches /
, a clean reset usually fixes outdated data problems.

I think Outlook is loading old address books. Try removing all the old contact folders from Outlook, then re-enable iCloud sync so it pulls the current contacts fresh. A full iCloud sync reset often helps.
