Disable Contact Card Results when using "Search People" in Outlook Ribbon

See attached screenshot/image. It used to be 1 -> 2 -> 5, and now it's the way I've detailed it in the screenshot. I've tried using the TurnOnLegacyGALDialog registry edit and it doesn't seem to have any impact. This seems to be something that is relatively recent, as it happened on my laptop a month or two ago (Outlook 2019) and now it's happened on my desktop (also Outlook 2019, but just recently installed Office updates). I use Outlook with a hosted Exchange provider and some POP/SMTP accounts (not with Office 365). Any ideas how to revert back to 1 -> 2 -> 5 ? The extra steps are extremely annoying! Thanks.

Any place to track the issue and eventual fix? And what is being fixed exactly? The registry edit not disabling the contact card, or something else? Thanks!
 
BTW - Remove the TurnOnLegacyGALDialog key until its fixed - that skips your step 3 and goes right to the contact card.

Use Outlook's Contacts, not Contact Cards

To open a Contact instead of a Contact Card when you right click on a sender's email address in Outlook 2013, enable the Legacy GAL Dialog.

It's not on the known issues list yet, but that is where you'd normally track - unless I remember to post updates.

Fixes or workarounds for recent issues in Outlook for PC - Microsoft Support

If you remove or disable the key it will work better until fixed. (I add a - to the end of the name to disable keys - so it would be TurnOnLegacyGALDialog-)
