I've spent a LOT of time inspecting Safe and Junk senders lists, rules, etc.
I have also found and followed the procedures that supposedly disable Junk E-mail actions, but it seems to me that the only thing(s) disabled are the GUI abilities to manipulate settings.
To head off any such questions, here is why I am convinced the issue is on the Outlook/client side: with any and all external email clients disconnected (including my phone's client), I will not get any mail sorted into the Junk folder. I view/verify this by using OWA to access my Office 365 Exchange-based account.
When I launch Outlook 2010 and connect to that O365 account, mail somehow routes to the Junk folder.
- I have deleted then run /cleanclientrules command-line switch
- Used MFCMAPI to delete the junk mail rule.
- Cleared-out all entries in my Safe and Junk senders' lists.
Does anyone know how to simply disable OL2010 and/or OL2013 from inspecting/processing incoming items for "Junk-ness"?
