I have been having this same issue for years on Outlook 2013, 2016 and 2019. The default contacts form notes edit box works fine. However, any custom contact form has an annoying action in the notes box when the cursor is selected by touching the box with a finger. The cursor seems to be in select mode. Pressing the enter key forces the focus to jump out of the Notes editing box instead of creating a new line. The only way to keep focus in the editing box is to either tab into it from another field on the form or to mouse click in the box. Touching into the box will never allow a new line with the enter key.
