If the message is in the IMAP mailbox, it should go on that calendar. Tasks (to-do) arent aren't supported in imap. I dragged the email to the calendar pane - if you don't see them after creating, click the 3 dots on the upper right and choose the IMAP calendar. (and turn off other calendars)

Did you try resetting the view? Are you using the Reading pane? Are you using classic Outlook or new outlook? If you arent sure - classic have the Outlook icon in the top left and new Outlook says "outlook".

Try it with a new PST - if it works, switch back to the old pst. As an FYI, Outlook uses the message manager file hidden in the PST to track downloaded emails and will download the new mail since the PST last worked.

Looks like is is related to POP protocol. Switching to IMAP in Outlook might work. mobile devices use IMAP - that is why it works there.
