Outlook 2010 on Windows 10 is throwing off a "Not Implemented" error when Send/Received is pressed. No email can be sent or received. I've disabled all Add Ins, started in the /safe mode, scanned the PST file with scanpst, compacted the PST file (10GB), and tried to create a new Profile with no luck. I don't know what else to do. The problem certainly appears to be in Outlook.

Another computer in the same office is using the identical setup with Outlook 2010, and she is not having any issues.
 
What type of email account do you have configured in Outlook? POP, IMAP, Outlook.com, or Microsoft Exchange?

If POP, Go to File > Account Settings > Account Settings. Email tab - select the POP account then click change folder. Select a folder in a different data file - if you don't have one, add a new PST from the dialog and add an inbox. Select it, click OK to close the dialog. Go back in and re-select the original inbox.

It's a POP box.

When I go to Account Settings > Account Settings, the second Account Settings doesn't do anything when I click on it. So, I went through the Control Panel (Mail (Microsoft Outlook)(32-bit). For a second PST, I copied an old backup into its own folder. I then Changed Folder to the "new" one closed the dialog box. After that, I reopened the Control Panel Mail, clicked on the email account, clicked on Change Folder, and selected the Inbox of the original PST file. After closing out of all that, I reopened Outlook, but I had the same issue. Did I do something wrong, I hope?
 
Try it with a new PST - if it works, switch back to the old pst.

As an FYI, Outlook uses the message manager file hidden in the PST to track downloaded emails and will download the new mail since the PST last worked.
 
New information: I did a repair of Outlook, and things are working now. In any case, thanks for being here and for your willingness to help!
