Based on the file name, the top one is definitely a pst, created in an older version of Outlook - before Outlook created a new data file for each account and naming the data file with the email address.
The bottom one is a PST too now that I look at it again, as it doesn't have the [gmail] folder.

OST files belong to the profile that created them. If you use a junction point to move the ost files, you can keep the same profile and move (and reuse) the ost files. Otherwise, Outlook will resync the mailbox.

I had another person with that problem, and I don't think we solved it - reinstalled iCloud and signed out and back in. They created the appt in the Outlook calendar and moved it to iCloud as a work around.
