Based on the file name, the top one is definitely a pst, created in an older version of Outlook - before Outlook created a new data file for each account and naming the data file with the email address. The bottom one is a PST too now that I look at it again, as it doesn't have the [gmail] folder.

OST files belong to the profile that created them. If you use a junction point to move the ost files, you can keep the same profile and move (and reuse) the ost files. Otherwise, Outlook will resync the mailbox.
