Maker Checker - Colleague to authorise attachment

Hello fellow outlookers

I'm really hoping this is an easy fix as i've seen such a setup in a company i've worked at before.

I need to set up an option which will mean that any Emails which include an attachment (also screen prints if possible) is required to be authorised by someone else within my company (A maker checker kind of option). So the Email is unable to be sent without a nominated colleague '4 eyes' checking it first.

Is this an easy option to set up?

Appreciate any assistance you can give me in advance.
