This is a hosted Exchange? I don't think you can tweak anything on the server to avoid that. You can try adding the domain to the IE Trusted interest settings but it may or may not help. (It seems to work for some.)

You need just one. When you use Exchange, the rules are stored in the Mailbox and are available on all machines, unless marked 'for this computer only'. In that case, it's still stored in the mailbox and visible on all computers, but won't run. (it changes to 'for other computer')

That is not really possible. There is no master list in outlook. If you use linkedin, you could compare the linked contact list with your Outlook contacts. This will work for windows live but not facebook, since the contacts aren't downloaded.
