Yes, just note the current default app that is being used now. You can change them to any mail application, not just Outlook or Web browser.

It's a function of your default mail application in Windows. In Windows 10/11, go to Settings, Apps, Default Apps. In Windows 10, click on mail and change it to Outlook. In Windows 11, click on Outlook and make it the default for each (mailto, .eml, etc.).
