"On This Machine Only" What's its affect?

It means the rule only works on the machine that it was created on. It's most useful with Exchange mailboxes. It prevents rules from erroring when you use them in a diferent machine and a condition fails (like send a template or move to a pst file when the template or pst only exists on the other machine).
