New Outlook will not support users who use custom domains with Exchange 365 AND do not subscribe to Plans that have desktop applications.
Anyone using a Business Basic plan and currently using Windows Mail or Mac Outlook will be apparently be hosed when the deprecated Windows Mail or Mac Outlook are forcibly flipped to New Outlook during October through December 2024.
Outlook on the Web is a workaround but cached offline access is no longer provided.
(Non-MSFT alternative clients such as Thunderbird seem to have a limited life: their IMAP and POP support for Exchange 365 also needs OAuth2 authorization, and Thunderbird's recent partial support of EWS seems pointless as MSFT has deprecated EWS for removal from 365 in October 2026)
