can not reinstall outlook 2010

Email Account
Exchange Server
I am trying to restore my system but have a major issue, I have reinstalled everything on a blank hard drive, when I install office pro 2010 everything is fine.
when I try to add an e-mail account ir ether comes back with an error and tells me to retry or it says finished, but when I try to access send receive, I get an error the it can no sync my folders, this is crazy, can anyone help me ?
