Outlook 2024 LTSC syncing with iCloud calendar - can only make appt. in iCloud

I have my work week set at 7 days a week 6AM to 6PM. If I go to set an appointment for 8AM it will not allow it and it reverts back to 6AM. If I go to iCloud I can set the apppointment at 8AM and it will succesfully syc back to my PC, This is s stand alone OC and I have not configured any permissions.

I'd appreciate any thoughts....
 
I had another person with that problem, and I don't think we solved it - reinstalled iCloud and signed out and back in. They created the appt in the Outlook calendar and moved it to iCloud as a work around.

It would be something in the iCloud app.
 
I cant make an appointment in Outlook 2024 but I can - and have it correctly sync - in Icloud. Either in the PC version of iCloud or on my phone. I have done a delete and reinstall of iCloud also.
