What's the feasibility of creating custom Outlook forms that could collect client requirements and automatically initiate website creation workflows?

Pointless at this time. Custom forms are only supported in classic and it's going away in 2029.
Same for VBA and PowerShell automation. They are not supported in new outlook.

Honestly, can't be much of a quality website if you are generating it from an email.
