Yes sure you can download it from Microsoft Website but as this
comes as part of Microsoft Office Professional 2007, you need to
download the full version and then only install the second file
that contains BCM 2007. The trick is to download the trial
version of Office 2007 Professional but the BCM is a full version
and NOT time limited. The link is here:

The file you are interested in is the smaller of the two files
called X13-11296.exe. The size is: 253,502 KB.
