Dialing From Outlook 2013 x64

I am trying to dial directly from a contact in Outlook 2013. In Phone and Modem Advanced Settings I have SIPTAPI Service Provider 0.2.13 configured. If I manually run Dialer.exe I'm able to initiate a call. If I try to initiate the call from an Outlook contact nothing happens. It's like Outlook is not communicating with dialer.exe.

Would appreciate any suggestion.

I found a link to one of your articles and even though it states Outlook 2007 or 2010 I created the key in the registry. Mine is Outlook 2013 and both the OS and Outlook are 64x.
