Ctrl-v in Outlook 2007

For whatever reason I cannot use Ctrl-v when doing a copy of text from a website. I can copy text fine, but when I click in email link it will open up a new email message window and when I click in the body of the new message and use Ctrl-v, no text will appear and it freezes the new message window. I then have to kill the process to get out of it. I have tried all the setting options and searched for any possible solution, but nothing seems to work. You cannot even do a right click and paste as it does the same thing. I can however use the paste button on the new message window and it works fine. Just like to use the ctrl-c and ctrl-v shortcuts as it is much faster. Anyone know why this is broken?
