Is Outlook Connecter Mandatory to Sync Contacts/Calender?

Programs/Services:
Outlook 2010 / W 8.1 / live.com calenders and contacts / IMAP email (either provided by my ISP or live.com) on laptop. Also need mobile access.

Issue:
If I set up the my live.com account as an IMAP (bypassing the outlook connecter, then my calender and contacts wont sync.

Question:
How do I set up my IMAP email account and my live.com calender and live.com contacts on Outlook 2010?

You'll need to use the outlook connector to sync calendar and contacts to outlook.

Set up connector account. Set the data file as default.
Add imap account. Set email address as default account.

if the imap account is on Hotmail/live, just use the connector account.

I have the same issue.

PC with Outlook 2013, so outlook connector is not available, should be already integrated
Android Smart Phone
Outlook.com account to sync calendar and contact between PC and Android.

Sync between Android and Outlook.com = Always OK
Sync between Outlook 2013 and outlook.com = NOT OK (some time yes, sometines no, even if CONNECTED displayed!)

I am in contact with MS support but so far, no progress.
I have try plenty of test:
Minimal windows mode
Stop Fire wall
Stop Antivirus
Change internet connection (speed, cable, wifi..)
...

Same result!

Bottom line, Outlook 2013 is NOT COMPATIBLE with Outlook.com sync.. this my conclusion so far, not reliable!

Any ideas?
