Outlook translation feature is off

Hello to everybody!
Tried to use translate directly in Outlook from Turkish, but it says that "Outlook translation feature is off" - see attached file.
I tried also "Translate message" and after clicking it "Use office connected experiences" window opens and after clicking "Account privacy" next window "Your privacy matters" pops up (see PDF file of captured scrolling window) and leads further to headache!
..........
Can anybody tell how to solve the issue so that I am capable of translating messages rather then copy-pasting texts in Google Translate?

You need to enable the connected experiences option -
That would be this option in your pdf screenshot -

This is the setting / description in my Outlook - I have an eterprise subscription, which could account for the different wording.
