Outlook to validate task form before sending

I have created a custom task form that has a few required items that need to be completed before assigning the task. The validation works when the file is saved and closed but does not validate if when assigned and sent. How do I get it to validate before sending?

Yes the form does validate when just saved

This task form is to be used throughout the company. The validations are used to ensure all needed items are completed. Can this be done via checkbox? To save, which would cause the validation process to work, before assigning the task
