Maximum Categorize Shortcuts In Outlook 2010?

Outlook 2016 32 bit
Email Account
Office 365 Exchange
When we click on Home > Categorize > All Categories..., we see 21 entries.

However, when we click on Home > Categorize, only 15 are appearing.

Is there a hard limit of 15 in the Categorize menu, or is there a deeper issue somewhere?
 
The MRU menu is limited to 15. If you have more categories, you;ll need to use the category dialog.

some 3rd party category utilities will display all categories. I have a list of tools here: Outlook Categories and Color Categories
