In Outlook from Microsoft 365, I repeatedly mark certain messages as Not Junk and "always trust mail from <message's address>". These are typically newsletters that I receive daily or weekly. After a few messages from that sender are handled correctly (moved by a rule to a specified folder), another one appears in the Junk folder.
The affected sender addresses are in the Safe Senders list in Junk Mail Options and are not in the Blocked Senders list. The filtering level is set to Low.
This is Microsoft 365 version 2302 (build 16130.20332 CTR) Current Channel, but the behavior has been going on for at least 6 months.
What can cause the junk filter to intermittently lose track of a random "not junk" marking?
