outlook 13 copy & paste without losing formatting

I can't find any options in Outlook 2013 that will enable me to change the paste values to keep the original formatting. I have seen other versions have a more comprehensive set of options where you can change to allow paste to keep the original formatting rather than the default of the doc you are pasting to. Driving me nuts this one.
 
Right click and paste to choose from merge formatting, keep formatting, or plain text. You should also have the little paste button after you paste and can switch formats. If you don't see the smart paste button, go to File, options, Editor options button (mail page) then Advanced. Near the bottom are paste options.
