Cannot copy outlook form to mailbox of exchange 2k13 user

Hello,

I'm facing an issue from Exchange 2k13. Can anyone please help? After installing a outlook form, all buttons: Copy, Update, Delete, Properties still are grayed out. I cannot copy or update this new form to my mailbox.
The issue does not happen with exchange 2k7 and 2k10.

And this is with Outlook 2007? I know there are issues with Outlook 2013 and publishing forms - it can't publish forms to the Organizational forms Library. I'll see if i can repro it with Outlook 2007.
