Outlook 2016 64bit, Cannot Save in 'HTML', format

Hi, I am running Microsoft 365 Apps for business - en - us on a WIndows 10 Pro edition version pf Windows. The version of Windows is 21h1. The OS build is 19043.985.

When I open an email in Outlook 2016 64bit I do not get the option to save as HTML.

I get the option to save as 'Text Only', 'Outlook Template', Outlook Message Format','Outlook Message Format - Unicode'. However, I do not have the option to save as 'HTML'.

Can anyone please assist with this issue?
 
is the message plain text format? The HTML option is only available if the message is html.
