This was a good article for a problem we had but it assumes an insecure computer that allows easy changes to system registry keys. A better user registry key that works for both insecure and secure computers is:

Windows Registry Editor Version 5.00
[HKEY_CURRENT_USER\Software\Classes\htmlfile\shell\opennew\command]
@="\"C:\\Program Files\\Internet Explorer\\IEXPLORE.EXE\" %1"
