Outlook attachments from OneDrive as links

Outlook 2016 64 bit
Email Account
Office 365 Exchange
Sometimes files that i drag and drop to an email on local 365 Outlook from my Business OneDrive, the recipient gets as links to OneDrive instead of attachments.

Options, general, Attachment options, "for files I choose from OD or SharePoint" is set to "Always attach them as copies"
