Gibberish Titles & Attachments @ incoming Outlook 2013 emails

My outlook 2013 is converting Hebrew titles to a combination of question marks and Hebrew attachment filenames to a combination of hyphen symbols.
My laptop has English and Hebrew installed and in Options/Advanced/International Options Hebrew Windows is selected for encoding for outgoing messages (I could not find if there any setup for incoming messages). UTF-8 support for the mailto: protocol is allowed.

How can I get all my Hebrew emails in their original format?

Are they in Hebrew on the web server? log in to web mail and check. The default settings should be sufficient for it to work - Unicode controls it. If its Unicode and you have the font installed, it should work.

It's possible the message was messed up by a virus scanner. If you use anything except Microsoft's offering, restart outlook in safe mode and download a new message (messages already downloaded usually won't be fixed). If new messages are ok, then its an addin causing problems.
