move to folder rule corrupts message

Outlook 2010 x32 - IMAP - Win7 Pro x64 (all windows updates current)

After uninstalling 2007 and installing 2010 my move to folder rules are stripping the body and attachments of messages.

I have tried deleting the rule and creating new but get the same results.
 
i have all office updates installed and will try downloading full messages instead of headers.

if i disable the rule the messages come into the inbox without corruption.
