MailTips and older Outlook versions

Microsoft states that:

The following messaging clients support MailTips:
  • Outlook on the web (formerly known as Outlook Web App)
  • Microsoft Outlook 2010 or later for Microsoft Windows

But does it support all of them? We have "MailTipsAllTipsEnabled" and "MailTipsExternalRecipientsTipsEnabled" enabled in Exchange Online. Newer Outlook clients (e.g. Current Channel) show external emails like this:

But Outlook 2016 merely shows:

You'll notice no "This sender is from outside your organization" MailTip in the latter.

It's not as if it doesn't show any (there is one shown above, and I've seen several others), but not the "outside your organization" one for some reason. You do see it when you click Reply, at least, but I'm talking about before that.
