Automatically Adding to Existing Subject Text

Hello all,

Here at work, to send an email through the exchange server to an outside email account, the subject line must contain the text "[SEC=UNCLASSIFIED]" or it will be blocked by the gateway.

Is there any way to create a macro which checks new, replied and forwarded messages once "send" has been pressed for that "[SEC=UNCLASSIFIED]" phrase and automatically add it to the existing subject text if it doesn't exist?
