Outlook in safe mode

Outlook 2007.Messages get stuck in outbox. Help thread asks if messages get sent when starting Outlook in safe mode, but nothing about Yes or NO. Nothing follows. I can send messages with small attachments stuck in Outbox in safe mode, but not in regular modes. What next in figuring out the problem?
 
Make sure you don't have the outbox folder open when you hit the Send button, and don't open the outbox folder while the message is in it. Even if you don't use the feature to delay the sending, it can take up to about one minute until the message gets sent. Does it work then?
