Control Panel Mail (settings) icon missing

Outlook version
Outlook 2016 64 bit
Email Account
POP3
My Mail (Settings) icon has disappeared from Control Panel (I'm using Outlook 365 annual subscription and Windows 10 Creators edition..... it disappeared before Creators update). I believe, but am not certain, that it disappeared after Microsoft remotely re-installed Outlook 365 annual subscription for me.
Yep, I've done a Repair, done a search of Control Panel.

You're using the Category view? Where is the Control Panel Mail icon?

Open a command prompt and type or paste control mlcfg32.cpl - does it open?

You can try opening it by pasting this url in the Run command (Windows key + R) - if using 64bit office, remove the (x86) part.
C:\Program Files (x86)\Microsoft Office\root\Office16\MLCFG32.CPL

My version of Outlook is the 32 bit version (it should be the 64 bit version... Microsoft remotely installed the incorrect version).
mlcfg32 does execute the Mail Settings app.
The icon remains missing from Control Panel.
My version of Word is 1704 build 8067.2018 Click to Run
My version of Outlook is 2016 MSO (16.0.8027.1008) 32 bit
