Outlook 365 File access denied attempting to import .pst

I purchased a new laptop when my old one had a HDD failure. Bought Microsoft 365. I have backups of my previous outlook .pst file on an external drive. I tried to import but when I enter the location of the old .pst I get a "File access denied..." message. I checked properties of the old file and it is read only, which I'm assuming is all I need to import it. Am I wrong, or am I missing something?

Outlook can be picky about external drives. Try copying the file to the hard drive and open it using File > Open & Export > Open Outlook data file. Does it work?

FWIW, I would use it as the default data file and if you have another in the new pst, import it into the old one.
 
that didn't work. I copied it to the SSD and turned off read only. Still getting access denied. I tried import as well as open outlook data file. Same result

LOL.

Right click on the pst file and choose properties - is the read-only flag set? Remove the check mark.
