Can't access archive file

In my Win 10 Document folder I have a 20.3 kb "archive.pst" file that I can't access from within Outlook 2016. The Archive folder within Outlook shows a few recent items, but nothing beyond a couple of weeks. I notice that the archive.pst folder date is the current date, so there is activity there.
How should I retrieve the archive items? Does Outlook expect the folder to be in a specific location?
 
Have you tried telling Outlook to open it?

Go to File/Open and Export/Open Outlook Data File

Thanks for your reply. Yes, I have. Perhaps the file is damaged. Outlook opens a pane showing the file, it shows it as (approx.) 20 KB. When I view the same file listing in Windows (same location) it shows 19.8 MB. Is there a "pst fixit" program, or some other way to analyze the problem?

If you have not opened the archived .pst file in Microsoft Outlook, you need to open the archive folder before accessing archived emails.
Follow these steps:
Click the File from menu taskbar > Open & Export > Open Outlook Data File

Where do you see this figure? Can you expand the folders?

Did you make the archive from POP or IMAP account? If IMAP, change the view in View menu > Change View.
