Shared Public Folders Access and Use

Outlook.com (as MS Exchange)
A number of email hosting companies such as Inios offer 100Gb or shared "Pubic Folders" with an Exchange email account. Despite contacting Inios I still do not understand how this online storage can be accessed or used.
  1. I assume that this "Public Folder" appears in the Outlook Email client but is it also accessible through a web browser?
  2. Can you upload files to this Public Folder directly like you can Onedrive or is it only accessible through the email client?
  3. If so can you add files from outside the client or can you only save attachments from emails to this storage space?
Sorry lots of questions but despite reading the Microsoft document which is very detailed it does not explain how the resource can be used in practice.
