Outlook Data Files command not working in the quick access bar

I found and added the outlook data files command to the quik access bar, however, it is greyed out nd does not work. what does it need to be happy on the quick access bar?
 
Not all of the commands work in all windows. That said, Data file Management works here. You can add 'Set up and Configure Accounts" to the QAT - that opens the same dialog to the Accounts tab, although if data file management doesn't work, Account settings probably won't either.

if it wasn't Data Files Management, was was the full name of the control?
