Viewing Outlook calendars on multiple devices

I have a customer who wishes to create multiple Outlook calendars, and have control over which of his employees can view the calendars from their mobile devices. The devices used include iphones and android phones. Anyone know the best way to do this? One option I found is gSyncit, which utilizes a Google calendar as the hub with two way syncing between Outlook and Google, with the mobile devices pulling the calendar from Google. Is there an easier/free way to do this?
 
3-4 calendars. He wishes to make updates to the calendars in Outlook, then be able to have his field force view the calendars on their androids and iPhones. He also wishes to control which of his employees see specific calendars.
 
3 -4 is manageable in iCloud, but I'm not sure about controlling who sees which. GSyncit might be the easiest though - it will use the calendars in his mailbox (that alone can make the cost worthwhile) and gmail calendars are pretty easy to share.
