If I create a template to notify of a new email address then create a rule to send it to everyone in my inbox by selecting "Run Rules now" and select "inbox". Will it only send it once to each address or will those people who have multiple emails in the inbox be inundated with the same message?
 
It may send multiple times. You can set outlook offline and test it - disconnect from the internet to insure the messages don't send. Look in the outbox - if it's one per address, go online and let them send. If there are duplicates, select all and delete.

You can use this macro: http://www.slipstick.com/developer/create-contacts-from-messages/ to create contacts then do a mail merge.
