Newly created IMAP subfolders not showing up on email clients away from computer.

I recently upgraded a computer to Outlook 2016. We use IMAP. When trying to create new subfolders, it appears in the list with the pre-existing subfolders on that email account. The problem I'm facing, the new subfolder doesn't appear on different email clients (Thunderbird, webmail, or iPhone). It's as though the new folder is on the computer, and not on the IMAP server.

There is only 1 email account in Outlook, and it has 2 data files: a PST an OST.

There were no error messages reported. I'm not sure why it didn't work at that moment, but it's working this morning.

My best guess was a problem syncing to the server that went away.
