Automatically send email based on drop-down field?

I want to create a message form that has a custom drop-down field populated from a list of project names. When the email is sent, in addition to sending the email to the recipients (in the To: and cc: fields), it sends an email to a project email addressed based on the project name selected in the custom drop-down field.

For example, an email addressed to person@email.com has a custom field where the user selects from project1, project2, project3, etc. When the email is sent the email gets sent to person@email.com AND to project1@email.com. It would be ideal if this custom field could be "required."

Is this possible? Can you outline how I would go about accomplishing this?
